Overview of key regulations for medical waste management in the Republic of Serbia
Medical waste management in Serbia is regulated by a series of laws and regulations. Here we list the most important regulations that healthcare facilities must know and follow.
Law on Waste Management
("Official Gazette of RS", No. 109/2025)
The primary law governing the management of all types of waste, including medical waste. It defines the obligations of waste producers and operators, the waste management hierarchy, and the conditions for issuing permits.
Regulation on Medical Waste Management
("Official Gazette of RS", No. 110/2025)
Prescribes the content of the medical waste management plan, and the methods and procedures for managing medical waste generated in healthcare facilities.
Regulation on Pharmaceutical Waste Management
("Official Gazette of RS", No. 49/2019)
Governs the procedures for collection, sorting, packaging, labeling, storage, transport, and treatment of pharmaceutical waste for its safe disposal.
Law on Transport of Dangerous Goods
("Official Gazette of RS", No. 104/2016, 83/2018, 95/2018, 10/2019)
Regulates the conditions for transporting hazardous materials by road, rail, and waterway within the Republic of Serbia, including medical waste classified as dangerous goods.
Regulation on Daily Waste Records and Annual Waste Reports
("Official Gazette of RS", No. 7/2020, 79/2021)
Prescribes the forms for keeping daily waste records and annual reports, mandatory for all waste producers and operators.
Regulation on Waste Categories, Testing, and Classification
("Official Gazette of RS", No. 56/2010, 93/2019, 39/2021, 65/2024)
Defines the waste catalogue, list of waste categories, and the procedures for classification and testing of waste, including medical waste categories.
Permits and Licenses
We hold waste management permit no. 19-00-01717/2023-06, issued by the Ministry of Environmental Protection, permits for collection and transport of hazardous and non-hazardous waste, a contract with a licensed waste treatment operator, and all supporting ADR certificates required for operations.
